Structure & Governance

The main governance of SDOA belongs with a Board of Directors, which consists from eleven members, selected from various development institutions, individual experts, scholars and NGOs directors that are involved in Afghanistan development. In order to utilize the experiences of developed countries, out of these five members have been selected to provide useful advices for the smoothly functioning of the organization. The board provides valuable advices and guidance to the organization from time to time.

The Board is responsible for policy guidelines and approval of the annual plans, budget, annual auditing financial statements and reports. In addition to this, the Board is responsible for bringing changes at the constitution and developing new goals and objectives when required. The members of board meet after each six months’ period, it means, the board ordinary meets two times within a year.

Organization Structure and Management:

All activities and operations within SDOA are directed and controlled through the Executive Director, who is responsible for the efficient and effective functioning of the organization. At the absence of Executive Director, Deputy Director is responsible for overall tasks of the Executive Director and simultaneously, the deputy director carries out other assignments to assist the Executive Director. Moreover, the Executive Director is assisted by six departments heads, each department headed by a manager, such as, Administration/Finance, Planning and Human Resources Development, Agriculture & Livestock/Sustainable Alternative Livelihoods, Education & Literacy, Community Empowerment & Rural Development and Health & Sanitation departments, where each manager is assisted by the relevant officers and assistants.

Financial Management:

The SDOA follows the International Standards of Accounting; accounts are prepared according to the double entry system of bookkeeping. SDOA also maintains an accounting manual, which helps the organization work with many donors and different sections at the same time. Through such a computerized system the organization can work according to various donor’s requirements.

It is remarkable that SDOA applies its proper Procurement Policy for all procurement and purchasing transactions, which is available to Admin, Finance, and procurement department.

Monitoring, Evaluation, and Auditing:

The SDOA’s annual activities and contracts will be evaluated and audited by external auditors and the findings and results will be published in annual reports as well as submitted to the Board of Directors.

Contracting Policy with Donor Agencies:

Since the nature of the organization is a non-for-profit body to serve needy people, therefore, if a project contract is signed with a donor agency and the amount remained from the allocated budget, except administration costs the other remained money will be either returned back to the donor agency or spent by other humanitarian assistance with consent and consultation of the donor agency.
