Jobs Summary:
Job Title: Program Manager
The Program Manager is responsible for the overall management of Program Unites. He/she is responsible for working closely with the program management team to ensure program units efficiently implement their work plans and achieve expected results. The program manager has direct responsibility for ensuring further development and enhancement of program activities, and implementation of program strategies. He/she ensures close monitoring of project activities and reports progress against project indicators.
Job Title: Project Officer
The Project Officer, under direct supervision of the Program manager, will be responsible for the proper implementation of the project; ensuring on-time and smooth management of all project activities to achieve the defined set of project objectives which are aligned with the project proposal. She/he will also manage the project activities in Kabul and Nangarhar through project coordinators and other staff. This includes project implementation within time, budget, and quality of scope. She/he will serve point of contact for all project stakeholders and will collect; compile and make sure all activities are reported to the donor using standard templates as and when required. The project officer shall ensure that the project progresses based on the set targets and within the set timeline.
Job Title: Finance Manager
The Finance Manager is responsible for oversight of all financial activities and reports and for ensuring compliance with SDOA accounting, procurement, and reporting requirements as well as donor regulations. Manage day-to-day accounting functions including regular cash verification, bank account and balance sheet reconciliations, timely submission of financial reports to SDOA management, donors, etc. Completes monthly balance sheet, and budget monitoring reports as per donor requirements, Monitor grant spending and projections, and Assists in the preparation of budgets for all proposals.
Job Title: Monitoring and Evaluation Officer
The M&E officer will be responsible for monitoring that the project implementation is progressing as planned in terms of quality and time and making recommendations for improvements and the quality of the project by regular data collection, monitoring visits to the project sites, identifying gaps and providing recommendations for adjusting implementation and reporting.
Job Title: Gender Officer
The gender Officer will promote gender mainstreaming wit hin SDOA and at the community level by supporting the program improving the status of rural women and contributing toward achieving the organization’s Goal and objective to support the program.
Job Title: HR Officer
The HR Officer Will Plan, Implement and Document all HR activities relating to Recruitment, Hiring, Dismissal, Payroll, Employee database, Salary, Benefits, Training, and other HR Requirements.
Job Title: Admin/HR Assistant
Admin/HR assistant will assist the project manager and other project staff in the Admin, HR, and logistic-relevant responsibilities.
Job Title: Master Trainer in Technical and Vocational Education and Training (TVET)
SDOA is seeking a highly qualified and experienced Master Trainer with relevant experience in TVET, curriculum development, Competency Based Training (CBT), skills development, learning materials development, and Training of Trainers (ToT).
Job Title: Master Trainer for Occupational Health and Safety (OHS)
SDOA needs a Master Trainer to train trainers and industry experts/skilled workers in Occupational Health and Safety.
Job Title: Environmental & Safeguarding Officer
Duties & Responsibilities
SDOA recognizes that safeguarding staff, children, and communities is a priority for the organization. The safeguarding officer will support and assist the safeguarding department in the implementation of safeguarding policies, procedures, and measures.
Job Responsibilities for Program Manager:
- Develop and maintain appropriate, regular, transparent, and supportive communication structures with assigned program staff and other key stakeholders (beneficiaries, implementing partners, local and national government officials, UN agencies, NGOs, etc.), to ensure good cooperation and partnerships.
- Ensure quality project management compliance with scope, time, and budgets.
- Provide technical advice to ensure that the project activities are designed and implemented in line with best practices and in compliance with donor processes and procedures;
- When necessary, liaise with the other relevant government authorities and community stakeholders to obtain the necessary permission and community support for the project;
- Prepare timely reports according to the requirements of the donor, and internal deadlines of the Project Development Department;
- Support the finance department in maintaining an accurate Budget Follow-Up;
- Gathering, collecting, and processing information on program updates, and analysis of work progress, in light of the work plan and budget;
- Assisting the Provincial Management Teams with planning, advice and decision-making;
- Communicating any changes in policies, procedures, manuals, and targets (i.e. Operation Manual, contracts, budget, and plans).
- Preparing monthly and annual work plans in accordance with targets, timeframes, and budget;
- Ensuring project progress in accordance with the plans, budget, and pre-determined objectives;
- Ensure active participation in the relevant cluster and other coordination or emergency working group meetings representing SDOA.
- Conduct regular field visits to monitor the progress of program and projects on the ground and ensure effective oversight of and support of local partners taking corrective action with minimal delay.
- Adherence to project management policies, procedures, and practices in accordance with agreed standards and requirements of donors and SDOA;
- Oversee the overall implementation of the project;
- Provide regular updates on project implementation, in particular through updated Project Management Framework and monthly reports;
Job Responsibilities for Project Officer:
- The Project Officer will be responsible for supporting the project implementation within the targeted province and he/she will particularly carry out the following duties and responsibilities:
- Coordinating, leading, and conducting rapid needs assessments in the field
- Establish good contact and linkages with other educational actors and government agencies in the field.
- Lead and manage beneficiary selection processes
- Planning and implementation of training programs and field activities.
- Supervise field staff and manage data collection
- Produce basic reports on needs assessments and proposed responses.
- Travel within and out of the region when requested.
- Design training for the beneficiaries according to the approved proposal of the projects.
- Evaluate regularly the impact of all conducted trainings.
- Coordinate in monitoring of the activities according to the approved activities schedule.
- Capacity building of the project staff and stakeholders.
- Produce initial reports of the activities and share these reports on time.
- Keep the record of the project and do the proper data collection and file recording.
- Regular field visits from the project site
- Any other tasks assigned by the supervisor.
Job Responsibilities for Finance Manager:
- Ensure timely payments of all invoices;
- Ensure preparation of staff payroll and pay slip in due time;
- Ensure all payments are made on a timely basis ensuring all expenditures have proper receipts and are correctly coded.
- Ensure proper tracking record for advance payment, utility payment, Rent Payment, Contracts bill payment, etc.
- Post daily transactions in Cash Books;
- File and retrieve records in accordance with established procedures and filing systems.
- Prepare daily cash vouchers and maintain registers.
- Keep proper records of all receipts, payments, etc.
- Managing staff records.
- Preparing pay slips.
- Supervise payments for procurement of supplies and maintain an accurate and truthful record of sums received and disbursed.
- Coordination of procurement, transportation, finance, and logistics.
- Prepare monthly basis financial reports.
- Prepare the staff timesheet and make sure of the everyday attendance of staff.
- Preparing leave and Travel approval forms for staff;
- Control day-to-day cash of the office and ensure cash safety.
- Any other duties that the direct supervisor may request.
Job Responsibilities for M&E Officer:
- Participate in developing appropriate M&E tools for data collection for specific projects;
- Update/maintain project indicator tracking system to measure progress against milestones/plan;
- Use phones, voice-over internet technology, e-mail, chat, and video to work directly with female community facilitators, and our male staff to monitor and report the engagement of women.
- Conduct regular phone calls (virtual tours) to monitor project activities. This includes using KOBO (including remote call monitoring) for data collection;
- Cleaning, compilation, verification, validation of collected data, and drafting M&E reports;
- Share draft monitoring reports with relevant project staff.
- Remote support to project teams on course correction measures based on findings;
- Collect success stories, testimonials, photos, and beneficiary feedback on project implementation as well as learning from projects through virtual means;
- Oversee data collection by field staff or casual data collectors and community facilitators train them on data collection methods and provide them with appropriate tools and formats;
- Attend training and meetings (usually virtual; and potentially in person where possible);
- Provide inputs for reports internally to the management and externally to donors;
- Perform any other related duties as required by the line management.
Job Responsibilities for Gender Officer:
- Organize/conduct basic gender sessions for regional and provincial staff
- Assist in developing a database of gender-sensitive project facilitating partners
- Capacitate and guide the field staff in implementing women-focused projects
- Regularly provide learning materials for the gender focal points (components)
- Identify gender training opportunities for the staff
- Assist in reviewing and enhancing draft project proposals
- Assist in the monitoring and evaluation of project implementation
- Assist in the development of case studies advocacy and learning materials
- Participate in the regional and national networks
- Assist the Head of the Gender Unit during missions
- Assist in maintaining and enhancing project implementation to ensure gender input and maintenance.
- Support the team in gender-related issues.

Job Responsibilities for HR Officer:
- Initiate recruitment processes, advertise new posts on the web pages, and organize the short-listing process.
- Ensure timesheets are received on time, Maintain and update employee information database, and leave records (annual and special leave).
- Support implementation of all HR policies and procedures;
- Ensure that all HR documentation is completed and filed and that personnel records are complete and kept confidential.
- Conduct new employee orientation according to schedule.
- Analyzing training needs in conjunction with departmental managers.
- Review and update annual appraisal forms for staff members.

Job Responsibilities for Admin/HR Assistant:
- Responsible for the paper works, documentation processes, contracts, and other relevant issues of the staff;
- Ensure the preparation of the staff recruitment documents and staff contracts;
- Ensuring the confidentiality and security of files and filing systems;
- Greeting and directing visitors, answering phone inquiries, and handling complaints in a courteous, and professional manner;
- Ensuring office supplies are maintained and procured including checking inventory and working with vendors to always ensure adequate levels of necessary supplies at the provincial office level;
- Coordinating schedules, arranging meetings, distributing memos, preparing minutes of meetings and reports;
- Carrying out the clerical work including writing letters and proper filing of incoming and going letters of the organization;
- Maintaining and overseeing attendance timesheets of all staff and providing the relevant departments with the requested administrative documents;
- Operating copy equipment, printers, or other equipment necessary;
- Support the procurement process of items required for the implementation of the activities including purchasing documentation, participating in purchasing committees, collecting quotations, and checking the quality of the equipment and material.
- Look after the arrangement of personnel, vehicles, staff house, correspondence, and other files and keep them proper and updated computerized;
- Ensure that all utility bills (electricity, water, internet, etc.) are paid on time;
- Perform any other related duties as required.
Job Responsibilities for Master Trainer in Technical and Vocational Education and Training:
- Implements modular competency-based training materials and provides technical training sessions to TVET Trainers.
- Develop a capacity-building training plan
- Conduct short-term training seminars and workshops to enhance the capacity of TVET Trainers and local NGO/Association partners’ relevant staff according to the developed plans;
- Design and develop training materials, deliver workshops, and update training materials as needed;
- Conducts training classes/sessions under strict deadlines;
- Strong understanding of gender-sensitive training approaches and the ability to promote gender equality in TVET programs.
- Ability to conduct pre- and post-assessments to measure training outcomes.
- Provide training, support, guidance, and encouragement to participants, as needed;
- Observe training and prepare comprehensive training reports.
Job Responsibilities for Master Trainer for Occupational Health and Safety (OHS):
- Develop a capacity-building training plan;

Job Responsibilities for Environmental & Safeguarding Officer:
- Submit technical reports in accordance with the work plan and established deadlines, while ensuring that all activities are conducted and reported through an accurate and verifiable reporting system from the field level.
- Monitor central and field-level activities and assess whether Safeguarding measures are in place in accordance with the established policies and plans.
- Work with and follow up with stakeholders to ensure that identified risks and gaps are addressed in a timely and appropriate manner.
- Coordinate with the Safeguarding focal person at the field level to address and report concerns regarding failure to mitigate and safeguarding issues.
- Maintain and update the complaint register and database on a daily and weekly basis.
- Make sure the reporting mechanisms are used and known by all;
- Ensure consented informed referral to program participants who have suffered abuses;
- Ensure that confidentiality and the security of all are maintained in case of incidents;
- Support the training, capacity building, and mentoring of field staff and awareness rising of non-staff (contractors and incentive labor) on minimum protection standards.
- Support Manager in the conduct of coordination meetings with partner office, staff, and field team.
- Assist and support in organizing training and capacity activities for field-level and Kabul-level team regarding safeguarding;
Job Requirements
Program Manager
Master’s Degree in Public Administration or Project Management with a minimum of 6 years of general experience and 3 years of similar working experience in project management.
Project Officer
Bachelor’s Degree in BBA, finance, economics, and other relevant fields with at least 3-5 years of relevant experience. A master’s degree in the mentioned disciplines will be preferred.
Finance Manager
A bachelor’s Degree in Finance, Accounting or Economics, Business Administration, ACCA, or any other relevant education with three (3) years of experience in Financial Management positions, preferably in International Organizations.
M&E Officer
Bachelor’s degree or higher in rural development, project management, international development, social science, or other relevant area with at least 2 years of relevant professional experience in Monitoring and Evaluation.
Gender Officer
Bachelor’s degree in Law, Social Science, Public Administration, and other related areas.
At least three years of experience working in the field of gender, women’s rights, or human rights, with experience working in an NGO.
HR Officer
Bachelor’s degree in any field from human resources, business administration, management, public administration, or development studies.
At least 3 years of solid experience in human resources management and HR operations.
Admin/HR Assistant
Bachelor’s Degree in Economics or Business Administration. At least two years of proven experience in business administration, Human Resources, and other related areas.
Master Trainer in Technical and Vocational Education and Training
Bachelor’s Degree or preferably Master’s Degree in Business Administration or related field. At least 5 years of work experience as a trainer preferably in the private sector. Additional experience preferred.
Master Trainer in Master Trainer for Occupational Health and Safety (OHS)
Bachelor’s Degree or preferably Master’s Degree in Occupational Health and Safety or related field. At least 5 years of work experience as a trainer. Additional experience preferred.
Environmental & Safeguarding Officer
